PURPOSE

The Difference Between Art and Graffiti contest promotes creativity in art as an effective method for youth to express their dreams and ideas for a successful life and a better community. This contest provides our youth an opportunity to compete as a means of building self-esteem while advocating safe, legal creative outlets for young artists as alternatives to graffiti. Graffiti is the deliberate defacing of public or private property without the owner’s permission, regardless of the instrument used to cause the damage.

Due to severe budget limitations, many kids attending schools in the County of Los Angeles receive little or no art education. The County of Los Angeles Board of Supervisors believes that creative expression is essential to all kids. In support of the Difference Between Art and Graffiti contest, we will provide the Grand Prize Winner an opportunity to display their winning artwork on Aaron Fike's Nascar racecar that will race at California Speedway on September 1, 2006.

Under the leadership of the Department of Public Works and in partnership with the County of Los Angeles Department of Parks and Recreation, Los Angeles County Museum of Art, County of Los Angeles Public Libraries, the Petersen Museum, County of Los Angeles Sheriff’s Department, and California Speedway, we are determined to help make a difference in the lives of our kids by providing opportunities for creative expression. We think that through this effort, we can help kids understand the difference between art and graffiti and encourage kids to be involved in improving the quality of life in their communities by helping to decrease graffiti.

The Difference Between Art and Graffiti contest provides the tools for creative expression and recognizes the talents of thousands of children and students. One of the primary goals of the Difference Between Art and Graffiti contest is to ensure that everyone in the community understands the difference between art and graffiti.

OFFICIAL RULES

The Difference Between Art and Graffiti contest is designed for participants 25 years or younger as of September 1, 2006. No entry fee or purchase is required to participate. To enter, eligible contestants must submit a design to be used on a “special-edition racecar”. Artwork and official entry form must be postmarked no later than 5:00 p.m. on Monday, August 14, 2006.

1. Eligibility

This contest is only open to legal residents of the United States, 25 years of age or younger as of September 1, 2006. Employees of the County of Los Angeles, the CBS Corporation, CBS Radio Inc., KCBS Marketing and their respective parents, divisions, affiliates, subsidiaries, their promotional and marketing agencies, past Difference Between Art and Graffiti contest winners and the immediate family (residing in the same household) of all previous winners are not eligible. No purchase necessary. Void where prohibited by law.

2. Official Entry Form

A. Available at the “Art in the Park Day” event on Saturday, August 5, 2006 at Mayberry in Whittier, CA between 10:00 a.m. and 2:00 p.m. Official entry forms, rules and regulations and art materials will be available at this location, while supplies last, on the day of the event.

B. Available at County of Los Angeles Public Libraries and County of Los Angeles Parks.

C. Available by going onto www.4tagla.com to download your Official Entry Form.

D. All art entries must be submitted on an official entry form no later that 5:00 p.m. on Monday, August 14, 2006.

3. Entry Form Submission Instructions

A. One entry is allowed per person. Artwork submitted becomes the property of the Difference Between Art and Graffiti contest and will not be returned.

B. All artwork must be accompanied by a completed entry form with the following information: - Name - Address - Phone number - E-mail (optional) - Date of Birth & Age -Signature of legal guardian for children under 18 that the art represents the independent work of the child C. Artwork must be submitted with competed entry form. Those without the completed entry form will be rejected.

4. Artwork Submission

A. One entry is allowed per person.

B. All entries must be two-dimensional.

C. Artwork MUST be on the official contest template (a paper no larger than 8.5" x 11").

D. The following materials can be used to create artwork: - Color pencils - Markers - Watercolor (No oils or acrylics) - Crayons - Charcoal - Or any combination of the above

E. Artwork must be the original design and work of the participant and include the “Difference Between Art and Graffiti” theme within the design.

F. Dates of contest are from July 1, 2006 through August 14, 2006.

5. Panel of Judges

Contest entries will be judged by a panel consisting of program managers, art museum staff, art instructors and/or professional artists representing the Los Angeles County Museum of Art, the Petersen Automotive Museum, the County of Los Angeles and the program administrator.

6. Judging Criteria

• Artwork must include the Difference Between Art & Graffiti theme somewhere within the design.

• Overall creativity/originality

• Composition

• Techniques/Use of media

• Concept development By entering, you and your parent and/or legal guardian accept and agree to the decisions of the judges, which shall be final and binding in all respects.

7. Prizes Grand Prize Winner:

• One (1) Grand-prize winner will receive four (4) VIP passes to the rooftop suite at California Speedway for the Relocate Here 200 on September 1, 2006; the Ameriquest 300 and the Sony HD 500 and one (1) VIP parking pass for the weekend (September 1-3). Winner will also receive four (4) autographed posters of Aaron Fike and four (4) California Speedway Folding Triangle Seats. This package includes up to four (4) pit passes but guests must be over 18 to enter the pit. Does not include food/drinks (retail value: $2,015)

• The selected Grand-prize winner will have their artwork displayed on Aaron Fike’s racecar hood, which will be seen by millions of people across the United States on national television. First Prize Winners:

• (8) First-prize winners will receive one (1) pair of Reserve Tickets for Friday, September 1, 2006 and Saturday, September 2, 2006 race at California Speedway. Winners will also receive one (1) autographed mini hood by Jimmy Johnson. Winner will also receive one (1) autographed poster of Aaron Fike and one (1) California Speedway Folding Triangle Seat. (retail value $165/each) Additional Winners:

• (12) Second-prize winners will receive one (1) pair of Reserve Tickets for Friday, September 1, 2006 and Saturday, September 2, 2006 race at California Speedway. Winner will also receive one (1) autographed poster of Aaron Fike and one (1) California Speedway Folding Triangle Seat. (retail value: $95/each)

• (20) Third-prize winners will receive one (1) pair of general admission tickets for the Friday, September 1, 2006 race at California Speedway. Winner will also receive one (1) autographed poster of Aaron Fike and one (1) California Speedway Folding Triangle Seat. (retail value: $55/each)

• (58) Fourth-prize winners will receive one (1) autographed poster of Aaron Fike and one (1) California Speedway Folding Triangle Seat. (retail value: $15/each)

8. Selection of Winners The winners will be selected on or about the week of August 15, 2006. Winners need not be present to win, and will be notified by telephone and/or mail. Winner’s parent or legal guardian will be required to sign an Affidavit of Eligibility, Liability and Publicity Release prior to awarding the prize.

The affidavit and publicity release must be completed and returned within ten business days of the date on the prize notification, or the prize will be forfeited and may be awarded to an alternate contestant. All taxes or other assessments are the sole responsibility of the winner. No substitution or transfer of prize. The Difference Between Art and Graffiti contest reserves the right to add the “T.A.G. – Totally Against Graffiti” logo to the winning design.

9. General

Any information you give will be used only by the Difference Between Art and Graffiti Program Administrator for the purposes of administering the contest. It will not be shared with other parties. For more details, please see our privacy policy at www.4tagla.com.

By accepting the prize in this contest, your parent or legal guardian must give the Difference Between Art and Graffiti contest and its subsidiaries, divisions or affiliates, its legal representatives, assigns and licensees, the right and permission to use your name, address and image and/or likeness, and to copyright and/or use and reuse in any way, publish and republish, without limitation of time or number of publications or republications, the design you submitted in this contest, with or without using your name, through any media and for whatever purpose the administrator may choose.

Artwork must be the contestant’s own original design and creation, undertaken solely by the contestant, may not have been entered in any other contest or won any other award, may not have been published previously and may not be subject to rights of any other party.

By submitting an entry, your parent or legal guardian certifies that the design is original, that it has not been entered in any other contest or competition, and that you own the copyright interest therein. Winner’s parent or legal guardian agrees to sign any documentation requested by contest administrator to affect transfer of the copyright. By entering you and your parent and/or legal guardian accept and agree to these rules and the decisions of the contest administrator, which shall be final and binding in all respects.

10. Winner’s List For a complete list of winners, send a self-addressed, stamped envelope by 10/25/06 to: Difference Between Art and Graffiti, 5901 Venice Blvd., Los Angeles, CA 90034.

11. Submissions Artwork and entry form must be submitted by U.S. Mail and postmarked by August 14, 2006 or dropped off at the mailing address below by 5:00 PM on August 14, 2006.

Entries will not be accepted anywhere except the above address or on Saturday, August 5, 2006 at “The Art in the Park Day” event. The winner will be selected on or about August 15, 2006.
